The Bureau of Ocean Energy Management (BOEM) is in the process of reviewing the Liberty Development and Production Plan (DPP), which was submitted on December 30, 2014. BOEM review will result in a “Deemed Submitted” determination, at which point the National Environmental Policy Act (NEPA) review process will start. Concurrent with the NEPA review will be a parallel effort to prepare and submit additional federal, state and local permit applications to seek approval to construct the project.

Approximately 60 federal, state and local permitting and authorizations are required for the project implementation. Key participating agencies are listed in the links section.

Major permits, authorizations and regulatory reviews required for construction and operation of the project are listed in Section 15 of the Liberty DPP. This list is not comprehensive but represents the broad range of regulatory authorizations needed for the project development. Hilcorp will work with the lead and supporting agencies to review the project and provide additional information, so that a thorough evaluation of the impacts can be conducted and authorizations secure, in a timely manner.
